Things that authorize shoot to kill: (Assault Choppers, Special Forces, Hounds, Armed Vehicles)
1. Shooting an officer

4. Blowing up cars
5. Stealing an armed vehicle
6. Holding hostages


Things that authorize a military involvement: (Tanks, Jets, Public Lockdown, Mechas, Heavy Troops, Plasma Weaponry)
