I'm confused.

Am I able to create a forum, or are admins the only ones who can do that?
I was just curious if I was able to or not.

Not entirely sure what you’re referring to. I’m not an admin but I know that if you’re talking about making your own website, you can go to forumotion.com and make one, totally fine.

If you’re talking about making a topic, then yeah you can definately go for it! Just like you did here. There will be little pictures besides each of the topic sections that show whether you are able to post topics in there or not

You kind of missed the mark. I was referring to making a whole new section of topics like Forum Games on sonicrpnation. But I can see now that my post was a little misleading. Sorry about that.

Members can't do this, indeed. This is only for admins and moderators. May I ask why you were wanting to create a new sub-forum to begin with?
